Prepare the tortellini according to package instructions. Drain and set aside.
In a large skillet, heat olive oil over medium-high heat. Add beef and cook until browned. Remove and set aside.
In the same skillet, add bell pepper, onion, and garlic. Cook until softened.
In a separate saucepan, melt butter over medium heat. Whisk in flour and cook for 1 minute. Gradually whisk in milk, stirring constantly until thickened.
Stir in provolone and Parmesan cheese until melted and smooth. Season with salt and pepper.
Add cooked tortellini, beef, and vegetables to the cheese sauce. Stir to combine.
Transfer to a serving dish and enjoy hot.
